Long-Term Planning + Facility Assessments

PLANNING FOR THE FUTURE Facility assessments help schools plan for the future. When conducting a multifaceted building and system evaluations, ISG analyzes the physical conditions of each facility and supportive infrastructure in order to develop a meaningful set of recommendations. As components from the assessment, cost estimation, and prioritization are completed, they are compiled into a comprehensive report that aligns with District needs.

Targeted, engaging interviews and meetings with District faculty, maintenance staff, students, parents, and the community to better understand concerns, specific user group needs, and overall goals for each district.

Thorough assessment of current space utilization to identify opportunities to better leverage existing facility resources and determine programs that would benefit from new or improved spaces.

Evaluation of current and future district curriculum goals to ensure long-term facility planning accommodates evolving educational programming and instruction needs.

Community Engagement + Pre-Referendum Services

A COLLABORATIVE APPROACH No one knows the community better than the citizens themselves, so it is imperative they are involved it he planning process. There are a number of decisions each District will need to make as part of their facility planning, including the development of an effective community engagement plan. Commitment to Educating Your Community: The ISG Difference A successful bond referendum will be the result of a highly engaging pre-referendum campaign. We know that people are more likely to support a bond, if they thoroughly understand the needs of the District and how the proposed projects address those needs. ISG’s project strategist and multi-disciplinary marketing team have the expertise to create simple, understandable messages and a strategic communication plan that reaches the various demographics of your community. Our team is experienced in conducting facility tours, in-person meetings, and virtual forums, facilitating focus groups with various users, and developing content that is deployed through multiple mediums to educate citizens on the needs of a District. Our listen-first approach allows our team of experts to hear the needs and wishes of the proposed spaces and create concepts that meet those expectations. Then, by sharing the plans with a wider cast of users and community members, additional feedback on design is gathered, as well as a greater number of citizens gain an understanding of the need for each project.

*For all agricultural property, estimated tax impacts include a 70% reduction due to the School Building Bond Agricultural Credit. Under current law, the School Building Agricultural Credit will remain at this level. Average value per acre is the total estimated market value of all land and buildings divided by total acres. If the property includes a home, then the tax impact on the house, garage and one acre of land will be calculated in addition to the taxes per acre, on the same basis as a residential homestead or non-homestead property. If the same property owner owns more than approximately $2.15 million of agricultural homestead land and buildings, a portion of the property will be taxed at the higher non-homestead rate.

ADD CLASSROOMS + SMALL GROUP INSTRUCTION SPACE The District has experienced a steady increase in enrollment over the past five years. As enrollment grows, additional classroom space will be needed as grade levels will need to be split into additional sections. Space is also needed for small group instruction and individual lessons for students who need additional learning support. ADD FLEXIBLE LEARNING SPACE Today’s students learn best by doing. There is a need for flexible learning space for hands-on, project-based learning that can be shared across grade levels. BUILD A WEIGHT ROOM The school’s weight room was previously located on the second floor. Due to safety concerns, it was moved to a temporary location on the first floor. A new, first-floor weight room could be built to serve the District’s physical education classes and athletic teams. The room can be built with direct exterior access, allowing for use outside of school hours and community members use during designated hours. RETURN SPACE BACK TO THE CAREER AND TECHNICAL EDUCATION CENTER (SHOP) A portion of the school’s “shop” that is used for woods, metals, and agricultural science has been used as a weight room recently due to a lack of dedicated weight room space. The building addition would include a new dedicated weight room, which would allow the space to be returned to the CTE classroom and shop.

New Builds + Renovations

Duncombe Elementary Fort Dodge, IA

Serving nearly 3,700 students from early childhood through grade 12, the Fort Dodge Community School District consists of seven buildings, including four elementary schools, a middle school, high school, and an early learning center. The District asked ISG to evaluate existing education facilities and develop a prioritized list of improvements, which would aid the School Board in determining major updates to be completed over the next ten years. In addition to the seven schools, the ISG team evaluated a transportation garage, stadium, and the administration building. For all sites, assessments focused on site, exterior, interior, structure, accessibility, safety, hazards, and mechanical and electrical systems. The report provided recommendations based on building physical needs, student safety, and community feedback. Recommendations were accompanied by probable costs and were organized by the immediacy of their implementation, such as if an issue needed completion within two years, between two and five, and beyond. The assessment unexpectedly condemned one of the elementary school buildings, resulting in an emergency relocation of students and classes to another facility over the summer. The new elementary school opened in 2018, and includes the design of a classroom pod format with a flexible teaching area for collaboration and group work spaces. Since it is a replacement of an existing building, it was essentially built on the same footprint. The multiple building facility assessment laid the groundwork for a successful $28.5 million bond referendum that funded the new elementary school, in addition to District-wide updates to the gymnasium, athletic field, and mechanical, electrical, and security systems. This multi-facility project strengthened community consensus around a shared vision for the District.

Saint Peter High School St. Peter, MN

From referendum planning to designing a new high school, ISG served as a full-service resource for this multi-year community effort that included the first new District building in over 40 years. Expected student enrollment has increased significantly in Saint Peter, Minnesota, forcing the community to rethink its school facilities. With upgrades needed in the elementary schools and shrinking available space in its middle and high schools, the District required a new facility. The ISG team helped Saint Peter Public Schools with a successful $58.6 million bond referendum vote. By designing a new high school for the District, the middle school could occupy the former high school. The new building has a student capacity of 850, with the ability to increase to 1,000 when core spaces including the food court and open commons area, are considered. In addition to offering modern classrooms, the new school provides spaces for performing arts, athletics, an academy and workforce center, and community-used spaces. The commons features a large wall of windows looking out over the courtyard and a green space setting beyond, with an outdoor District and community gathering space featuring a terrace for dining, decorative paving and seating options, an outdoor classroom, and many other unique outdoor amenities. To reconfigure the former high school into a new middle school, ISG provided designs to renovate spaces, including updated science labs, a band and concert suite, and a lap and diving pool that was deepened to meet current safety guidelines.

Barron Area School District Barron, WI

Nuevas Fronteras Spanish Immersion Elementary School St. Paul Park, MN For years, the home of the Spanish Immersion program for the South Washington County Schools was a designated wing within Crestview Elementary School. The program had become very popular among students and parents, and the District realized the value of providing a much larger facility for the program. A new home would also give the program a much desired identity. It was decided to renovate Oltman Middle School into an elementary school for the 680 Spanish-focused students. The students currently attending the middle school would be relocated to a new middle school in Cottage Grove. The schedule for this project spanned over two school years, with construction occurring continually despite students occupying the school during most of the construction period. To ensure that students were safe during construction, continuous and comprehensive planning occurred regularly, which resulted in students experiencing little to no disruption to instruction. Meetings were held to plan for proper traffic patterns, noise control, fume control, access to and exiting the building, availability of the exterior playground, and clear separation of the construction areas from the student occupied spaces. • Phased Construction • Facility Renovation • Branding + Identity Features • Modern Learning Spaces • 15 Month Design + Construction

ISG provided a facility assessment and educational adequacy services as part of the facility master planning effort for the Barron Area School District and its six buildings. ISG met with school staff user groups for the elementary, middle, and high schools in the District. During the user group sessions, ISG discussed preliminary findings and solicited input regarding further enhancements that could be made to the spaces. Upon completion of the user group meetings, ISG developed and prioritized a comprehensive list of improvements such as providing small group breakout spaces and other academic space enhancements. The full assessment report included the prioritized list of repairs, replacements, and improvements, as well as concepts and cost estimates for the District to review. The services provided by ISG also included community engagement. ISG assembled a community task force of 30 engaged members of the Barron community. Four meetings were held with the task force, where a vision, priorities, and recommendations were developed for the facility master plan. This plan was then presented to the Board of Education to consider how to move forward. ISG then worked alongside construction management partner Kraus-Anderson to support referendum efforts, which resulted in the passing of a $24.5 million referendum. • $24.5 M Referendum • 30 Member Community Task Force • Facility Assessment + Educational Adequacy Report • Pre-Referendum Services • Facility Assessments of Six Buildings

Bamber Valley Elementary School Rochester, MN

Eastern Carver County Elementary School Chaska, MN With student enrollment surpassing projections, a new elementary school was built in Eastern Carver County with flexible, open, and enhanced learning spaces. The new school needed to properly support the growing student body and adequately mitigate student traffic throughout the school. In addition, new modernized classrooms were needed to support tactile, coaching, individual, peer, and direct instruction styles. The District passed a bond referendum in 2015, which included a new two-story building with 30 traditional classrooms designed around collaborative learning spaces, a multi-use gymnasium, auditorium, and cafeteria space. A focal point of the building is the shared “Learning Commons” at the core of each neighborhood of classrooms. These spaces are designed to be flexible and allow for classrooms to open, expand, and collaborate easily. • Learning Commons for collaboration • Innovation center for breakout learning sessions • Configurable gymnasium and auditorium • Mixed-use space for multiple school and civic functions

Rochester Public Schools enlisted ISG’s architectural and engineering expertise to update indoor air quality and kitchen facilities at Bamber Valley Elementary School. Bamber Valley Elementary School serves approximately 850 students enrolled in kindergarten through fifth grade and has a special Deaf and Hard of Hearing program. To better accommodate all students, the facility needed HVAC, accessibility, and code compliance upgrades. With a wide range of student ages and abilities, ISG focused on accessibility, code compliance measures, as well as upgrades for the cafeteria and kitchen area. ISG worked closely with the City throughout the project to ensure permitting, submittal, and approval processes went smoothly. • Deferred maintenance • Parking lot reconstruction

• Secured entrance improvements • HVAC and plumbing improvements • Accessibility improvements

New Builds + Renovations

Windom Elementary School Windom, MN

Maple River School District Mapleton, MN

ISG partnered with Windom Area Schools to design a new elementary school with modern classrooms, administration space, and building support areas. The design for new the two-story elementary school balances the students’ need for work and play, with the incorporation of music and art rooms, a media center, a gymnasium, and other flexible learning spaces. One key goal of the new elementary school’s design was maximizing natural light and exterior views from each of the classrooms. By developing a series of floor plan options, the District was able to move forward with a concept that replaced the long, narrow corridors familiar to the older school building with wider, flexible learning spaces between classrooms. In addition, the site was strategically laid out to support safe pick-up and drop-off for students at the main entrance while providing a connection to the nearby high and middle schools. Involved throughout the pre-referendum process, ISG understood the program needs of the proposed 75,000 sq. ft. building, despite a limited amount of available funding. Working closely with the District, ISG was able to help guide stakeholders through a strategic prioritization and design effort while carefully aligning wish-list items with their long-term curriculum goals. The result was a successful $23.9 million referendum for the new elementary school.

With multiple school buildings located in several different communities, the Maple River School District faced many of the common issues among rural districts, including: aging infrastructure, declining enrollment, advancing technology and testing requirements, and increasing operational and maintenance costs. In response to the numerous challenges, the District engaged ISG to perform an assessment of the condition and space needs of their facilities as they considered options for the future. The assessment included analysis of site, exterior, interior, accessibility, life safety, hazardous materials, mechanical and electrical systems, program, and technology needs. With buildings dating back to the 1930’s, the facilities could not meet electrical demands, indoor air quality standards, or programmatic space needs. Additionally, the District desired outdoor spaces, transportation efficiencies, and reduced energy usage. The assessment and report paved the way for an ongoing relationship, in which ISG guided the District through the referendum process to successfully pass a $63.3 million bond and designed a new 185,000 square foot school and site.

Faribault School District Athletic Field + Complex Faribault, MN ISG guided the Faribault Booster Club in designing a state-of- the-art fitness center. Located inside Faribault High School, the 4,700 square foot facility is a premier fitness training center that serves as a national model through a partnership with Cybex International—a premium fitness equipment provider. Multiple windows line one wall, allowing natural daylight to permeate the space. The rubber flooring tiles improve the room’s acoustics and also reduce the impact of dropped weights. From start to finish, school spirit motivated the commitment of volunteers and donors, and the facility’s interior designs. The Cybex equipment throughout the facility is branded to the school colors, a green strip runs along the top of the wall, and the exposed ductwork has the FHS motto, “Show Your Wings”, painted across. The entire project was completed through donations totaling $750,000 and serves 1,200 high school student population. Named in honor of longtime Faribault High School Coach Bob Fielitz, the new facility will serve as a meaningful place to train and support Faribault athletics for years to come.

Albert Lea Hammer Complex Albert Lea, MN

ISG has been a consistent, valued partner for the Albert Lea School District for many years and guided the District through a successful $24.6 million referendum. ISG worked with the District on a design to renovate and expand the athletic complex to meet the needs of all the District’s athletic programs. The Hammer Complex was a deteriorating facility originally constructed in the 1960s. The District outgrew the facility and needed an updated set of facilities that could meet the needs of all sports teams and spectators, as well as improved site circulation, enhanced entrance safety, and compliance to ADA accessibility standards. ISG’s role included planning, design, and project management services for the District’s upgrades to the Complex. The designs created by ISG brought the District’s vision to life, while meeting the necessary requirements to allow for a more engaging, safer, and sustainable facility that will meet the needs of the school and community for decades to come.
