Funding Drinking water systems must cover all costs while keeping water affordable for all South Dakota citizens. These costs are distributed across all water system users. The State of South Dakota established a Drinking Water State Revolving Fund (DWSRF) to provide low interest loans to governmental entities for drinking water and a Clean Wter State Revolving Fund (CWSRF) to provide low interest loans to clean water and non-point source pollution control projects. These programs allow communities or entities like rural water systems to maintain and upgrade their infrastructure while minimizing the financial impact on water users.
