REGIONAL WATER SYSTEMS Rural water systems emerged from the aforementioned challenges over the last several decades. Consolidation and regionalization enable water systems to operate at appropriate economies of scale, while serving both urban and rural customers. A rural water system becomes a water distributor to communities, industries, and rural and urban customers. The State of South Dakota currently has 33 rural water systems supplying more than 70% of the public water supply in South Dakota.
