Desired Future Community and rural systems implement various planning tools to stay ahead of capital projects. This could include asset management, capital improvement plans, or other community planning documents. Providing education and support of water systems to utilize these tools will be critical. The value of water should be understood from the State level down to the community level. Consistent messaging regarding the value of water is important at the state, county, and community levels for growth and economic development opportunities. As the EPA studies and develops standards for emerging contaminants, or water treatment plant disposal requirements, the State is prepared to meet federal requirements. For example, the lead and copper reporting that was required at the federal level was facilitated well in South Dakota, with the State providing the tools, messaging, and resources needed for each community and rural system to be successful. Partnerships are available with local colleges or universities that provide training and job placement for water system operators. This could include training the utility operators that will be needed by industries with new facilities in South Dakota.
The desired future for water treatment and supply in South Dakota will rely heavily on local communities, businesses, and other stakeholders. A plan for each community area that incorporates projections for residential growth, economic development opportunities, school districts' growth and needs, and future zoning and land use is vital to address needed treatment and supply improvements to community water systems.
