Stormwater Utility Systems One way of understanding the existing conditions of South Dakota community's water resources systems is to identify indicators that show how each community addresses and manages stormwater. Indicators of a healthy local water resources management system includes four key elements: a stormwater utility, a stormwater fee, a published stormwater capital improvement plan, and a community rating system (CRS). A stormwater utility is typically a city‑managed service that provides stormwater collection, conveyance, and management. The stormwater fee is the revenue source to fund the utility. A CRS is a voluntary incentive program to recognize and encourage floodplain management practices that exceed minimum National Flood Insurance Program (NFIP) requirements. The table below shows a list of South Dakota cities and the elements of their water resources management system strategy.
