Goal 4: Develop statewide improvement plan
Implementation Strategy Create a new evaluation tool for water system improvement projects based on the value of these projects. This evaluation could incorporate the community development plan in Goal 3, so that projects are evaluated based on the impact that it could make to the entire community. Measurable Outcome Evaluating projects utilizing a system that reviews improvement projects based on the total impact it can make for a community or rural water system.

Goal 5: Expand staffing and training programs for certified operators

Measurable Outcome Increases in total number of operators at each classification level and/or decreases in water systems that are out of compliance with the certified operators needed. Implementation Strategy Develop partnership with local/technical colleges to train certified operators for water treatment systems.
