02 Statewide Economic Development Infrastructure Plan

CASE STUDY

Hawaii Clean Energy Initiative State of Hawaii

Energy Initiative Objectives » Define new infrastructure needed for the state's energy economy. » Foster and demonstrate innovation in technology, financing, and public policy to accelerate the energy transition. » Create economic opportunity by developing and diversifying the state's economy, so citizens benefit from the energy economy. » Establish an open source learning model for other communities around the world. » Build a workforce with the new skills needed for an energy‑independent state.

Throughout Hawaii's developed history, it has been almost completely reliant on imported fossil fuels to power its energy infrastructure. Starting in the 1990s and early 2000s, the state's leaders began envisioning a different course for the energy production and delivery system, one that shifted away from reliance on outside sources and

tapped into the energy resources of the islands. In 2008, Hawaii launched a program with the

U.S. Department of Energy to make this vision a reality. It since expanded on that program with the goal of 100% renewable energy generated completely within the state. The program employs a holistic approach that includes infrastructure investment, energy efficiency improvements, and workforce development. The state has been a leader in understanding the challenges it faces and guiding a collaborative group of public and private stakeholders.

Key Takeaways » Holistic, state‑led program to transition from nearly 100% reliance on outside energy sources to 100% energy generated within the state. » Establishment of a State Energy Office to provide strategy, leadership, education, and outreach. » Collaborative approach of public and private stakeholders with clearly defined goals and objectives. » Emphasis on planning and innovation across all sectors.
