02 Statewide Economic Development Infrastructure Plan

SCOPE This section of the plan focuses on road safety, asset management, long-range, inter‑governmental cooperation, and innovations within highway systems that affect economic development. Recommendations are aimed at maintaining and increasing economic competitiveness and quality of life. Transportation investment by itself cannot guarantee economic growth, but a lack of investment can become a barrier to future economic growth. Lack of long‑term investment can reduce mobility for people and goods, increase transportation costs, and disrupt supply chains.

This plan encompasses public roadways on local, Tribal, State, and national roadway systems. Users of roadway systems include pedestrians, bicyclists, and motorists such as public transit users, commercial drivers, and freight companies. The main goals of the South Dakota transportation system are safety and efficiency, while maintaining and improving roadway conditions and growing economic conditions to compete on a regional, national, and global scale.
