PLAN DEVELOPMENT PROCESS During the planning process, information and feedback was gathered and compiled into a comprehensive statewide strategy that features overarching recommendations and implementation strategies for infrastructure improvements based upon statewide economic development objectives. In support of the Infrastructure First initiative, development of a statewide infrastructure plan began to better identify statewide infrastructure strengths, weaknesses, and opportunities related to attracting or expanding major industries, referred to as focused industries for the purposes of this report, and are not a direct reflection of Governor’s identified focused industries. These industries are as follows: industrial, agribusiness, bioscience, warehousing, and cybersecurity. The plan is intended to recommend strategies for moving forward and implementing a stronger and more resilient infrastructure system to support these economic development objectives.

Identify Existing Infrastructure The process began with identifying the infrastructure types that empower South Dakota to serve its residents, businesses, and visitors. Infrastructure and planning experts met with community and business leaders to learn about current practices, challenges, and goals to develop a comprehensive, statewide plan. As information was gathered, reviewed, and considered, the team integrated it into the plan to align with the goals and needs of existing efforts, while also moving forward measurable goals and implementation strategies for a stronger statewide infrastructure system.
