Each table identifies a goal with a common theme, along with specific implementation strategies, measurable outcomes, and the intended focus areas that make up the goal. Each implementation strategy and measurable outcome provides a general timeline and difficulty level. Regardless of the anticipated timeline or difficulty, each strategy provides part of the vision for the future of South Dakota, and should be referenced to start a conversation toward the end goal. Together, GOED planning districts and stakeholders will collaborate to select goals and implementation strategies to address in their communities.

Goal 1: Aim to ensure that all operational railways can support a gross weight capacity of 286,000 pounds

Implementation Strategy Maintain a railway weight inventory and invest in priority lines.

Measurable Outcome Miles of less than 286,000 pound gross weight capacity railways within the State.

Goal 2: Increase the number of transload opportunities and rail-served industrial parks throughout the state Implementation Strategy Continue to advocate for and apply for additional federal funding. Increase state rail funding and add flexibility to the types of eligible projects. Work with economic development agencies to provide funding and other support for rail-served industrial park development.
